It’s 14 pages, but a bit of that is preamble and it’s printed in standard Congressional form — 25 lines per page, large font, wide margins — so it really only takes maybe 10 minutes to read with some care.
It is a statement of goals, not a proposal. In fact, it’s more of a “request for proposals”. It’s not demanding that every goal be accomplished. It’s much more a starting point for discussion than anything else.
